Strategic Push: Bhatti Vikramarka Stresses Balanced Budget, Nort-Tax Revenue Boost At High- Level Meeting

Non-tax revenue and equitable resource distribution took center stage during a high-level review meeting chaired by Deputy Chief Minister Bhatti Vikramarka at the Secretariat. Held under the auspices of the Infrastructure & Capital Sub-Committee, the meeting aimed to streamline financial planning across departments while emphasizing efficient revenue generation.

Joined by senior ministers including Uttam Kumar Reddy and Komatireddy Venkat Reddy, as well as top bureaucrats, the session reflected the government’s shift toward fiscally responsible and balanced growth strategies.

Revenue Focus in Challenging Times

At the meeting, Deputy CM Bhatti Vikramarka directed officials to adopt targeted strategies to boost non-tax revenue—a critical component of the state’s financial health outside traditional taxes.

“Departments must explore innovative and sustainable ways to generate revenue without burdening citizens,” he stated. From user charges, land monetization, and public asset utilization to leveraging tourism and industrial services, departments were encouraged to widen their revenue base.

Officials were reminded that as the economy evolves, non-tax revenue streams must evolve too—emphasizing digital services, licensing, and regulatory fees as areas for reform and enhancement.

₹33,600 Crore in New Welfare Schemes

Despite fiscal constraints, Deputy CM reaffirmed the government’s commitment to implementing new welfare programs worth ₹33,600 crore without disrupting ongoing schemes.

“Our government stands firm on social welfare. While increasing revenue, we are also expanding support to those in need. Both goals can and must coexist,” he said.

This dual-focus policy is designed to address growing public demands while maintaining fiscal responsibility—a balance Telangana’s new administration is keen to achieve.

 

Equal Budget Allocation to All Departments

A major directive issued at the meeting was the equal and rational allocation of budgetary funds to all departments.

“Each department must receive its fair share to ensure comprehensive and inclusive development. Prioritization will be based on both social impact and revenue potential,” Bhatti said.

He warned against over-concentration of funds in a few areas while others remain under-resourced. A balanced budget was stressed as essential for both economic and social equity across sectors like health, education, infrastructure, agriculture, and employment.

Pending Projects to Be Fast-Tracked

The Deputy CM called for the speedy completion of pending infrastructure and development projects across Telangana. Departments were instructed to submit updated project status reports, identify funding gaps, and set realistic completion timelines.

“It’s unacceptable for key public projects to be stalled while resources are underutilized. We must act with urgency and accountability,” he said.

This approach is expected to unlock long-delayed benefits in road connectivity, irrigation, housing, and healthcare, delivering visible progress to citizens.

Rationalization and Planning within 10 Days

Highlighting the need for efficiency and clarity, Bhatti Vikramarka ordered that the rationalization process across departments be finalized within 10 days. This involves aligning departmental functions, roles, and expenditures with actual public service delivery and outcomes.

“Departments should not only reduce inefficiencies but also plan comprehensively for the next financial year. Planning must be data-driven and goal-oriented,” he emphasized.

A uniform planning framework will now be implemented, requiring all departments to prepare detailed proposals outlining resource requirements, target beneficiaries, and measurable outputs.

Focus on Revenue-Generating Departments

Bhatti underscored the importance of focusing on revenue-generating departments, such as Commercial Taxes, Excise, Transport, and Mining, to help bridge fiscal gaps. These departments were directed to submit action plans that increase their contribution to the state’s income through digital monitoring, enforcement, and public outreach.

He cautioned, however, that this should not come at the expense of social justice: “Revenue growth must not translate into unjust burdens on ordinary citizens. Our model must remain inclusive.”

Public Welfare as Core Priority

Throughout the meeting, public interest and equitable development remained at the core of all directives. “Our government’s mission is to ensure every citizen, regardless of location or background, benefits from state resources and programs,” Bhatti said.

He reiterated that Telangana can only progress when all sectors develop equally—be it infrastructure, industry, agriculture, or welfare. He also praised the proactive participation of ministers and department heads in formulating actionable strategies.

Collaborative Governance for Development

The Infrastructure & Capital Sub-Committee meeting showcased a collaborative approach to state-level governance. Ministers, bureaucrats, and financial planners discussed resource optimization, fund mobilization, and project alignment with development goals.

Attendees, including Ministers Uttam Kumar Reddy and Komatireddy Venkat Reddy, echoed the need for unity in action. Several senior officials presented detailed reports, while follow-up reviews have been scheduled over the next two weeks.
