Revanth Reddy Directs Officials to Draft Comprehensive Cow Protection Policy; Announces Modern Cow Shelters in Four Locations

Hyderabad, June 18:
In a significant move that blends cultural preservation with modern governance, the Honourable Chief Minister of Telangana, Sri A. Revanth Reddy, has directed officials to prepare a Comprehensive Cow Protection Policy aimed at safeguarding and honoring the sacred status of cows in society. Chairing a high-level review meeting at his residence, the Chief Minister emphasized the need for systemic reforms and advanced infrastructure to address the challenges currently faced by cow shelters across the state.

To spearhead this mission, CM Revanth Reddy constituted a three-member official committee comprising top bureaucrats from critical departments. The panel includes Sabyasachi Ghosh, Special Chief Secretary to the Animal Husbandry Department; Shailaja Ramaiyar, Principal Secretary to the Endowments Department; and Raghunandan Rao, Secretary to the State Agriculture Department. This expert team is tasked with conducting an in-depth study of the existing infrastructure, policies in other states, and devising a long-term strategy for sustainable cow protection.

Recognizing the cultural and spiritual importance of cows—particularly calves donated as part of rituals like Kode Mokku at Vemulawada temple—the Chief Minister expressed serious concern over the deteriorating conditions in many cow shelters, where overcrowding and poor maintenance have led to a rise in cattle mortality. The CM stressed that “cows offered with devotion must be treated with the highest level of care and sanctity.”

As part of the policy’s initial rollout, the Chief Minister announced the construction of state-of-the-art cow shelters at four strategic locations:

  • Vemulawada – known for heavy calf donations through religious rituals

  • Yadagirigutta – a major pilgrimage destination

  • Yenkepally – located near Hyderabad, offering accessibility

  • P.V. Narasimha Rao Telangana Veterinary University – integrating education and care

Each shelter will be equipped with modern facilities such as medical care units, sustainable fodder supply, and trained staff. In particular, the Vemulawada shelter is expected to be built over a 100-acre plot, symbolizing the government’s commitment to treating cow protection as a top priority.

“The government will allocate sufficient funds for this cause. Devotees should not worry about the fate of donated animals anymore,” said CM Revanth Reddy. He urged the official committee to visit model cow shelters in states like Gujarat and Uttar Pradesh to understand best practices that can be adapted to Telangana’s unique needs.

Officials presented an approach paper on shelter management during the review. The paper covers key aspects such as land allocation, cattle tracking systems, partnerships with NGOs, and operational models to ensure accountability and transparency.

The meeting was attended by several senior leaders and officers, including Animal Husbandry Minister Vakiti Srihari, CM’s Principal Secretaries V. Seshadri and Srinivasa Raju, HMDA Commissioner Sarfaraz Ahmed, Animal Husbandry Director Gopi, and Ranga Reddy District Collector Narayana Reddy. Their collective input is expected to contribute to the final framework of the policy, which is scheduled for implementation in phased stages.

The CM concluded the meeting by reiterating that cow protection is not just a religious obligation but a socio-cultural responsibility, which his government intends to fulfill with compassion and action.

With this bold step, Telangana is poised to set a new standard for cow protection in India—where tradition meets thoughtful policy execution.
