Sahkar Se Samriddhi, the flagship national seminar dedicated to the International Year of Cooperatives 2025, was marked by an inspiring address by Maharashtra Chief Minister Devendra Fadnavis. The seminar, inaugurated by Union Home and Cooperation Minister Amit Shah, brought together top policymakers, cooperative leaders, and stakeholders from across India to chart a roadmap for inclusive and sustainable development through the cooperative model.
Held under the banner of Sahkar Se Samriddhi (Prosperity through Cooperation), the seminar emphasized how cooperatives can become the backbone of India’s rural and economic growth. The event was graced by a high-profile gathering that included Deputy CM Eknath Shinde, Union Minister of State Muralidhar Mohol, and state ministers Manikrao Kokate, Babasaheb Patil, Adv. Ashish Shelar, Mangal Prabhat Lodha, and MoS Pankaj Bhoyar, among others.

The seminar was conceptualized in line with Prime Minister Narendra Modi’s vision to strengthen grassroots democracy and empower rural India. Union Home and Cooperation Minister Amit Shah emphasized that cooperatives are not just financial institutions but people-driven movements that democratize economic power.
In this context, Sahkar Se Samriddhi seeks to amplify the cooperative movement in India by integrating technology, governance reforms, and policy incentives.

In his keynote address, Chief Minister Devendra Fadnavis spoke passionately about the pivotal role that cooperatives play in Maharashtra’s development story. He highlighted Maharashtra’s rich legacy in cooperative institutions—especially in the sugar industry, dairy sector, and credit societies.
“Through ‘Sahkar Se Samriddhi,’ we are not only recognizing the role of cooperatives but also empowering them with tools for the future,” said CM Fadnavis.
He also noted that Maharashtra has been a model state in cooperative transformation and committed to deepening reforms that make the sector more accountable, profitable, and people-centric.

High-Level Political Support: A United Front
The presence of political leaders from both the central and state governments demonstrated unified political will to rejuvenate the cooperative movement. Amit Shah reiterated the Centre’s focus on creating 100 new multi-state cooperative societies and revamping existing laws to ensure smoother functioning and higher transparency.
Deputy CM Eknath Shinde also reaffirmed the state’s commitment to providing infrastructure, digital tools, and financial assistance to cooperative societies across Maharashtra.
Technological Integration for Cooperatives
A key theme of the Sahkar Se Samriddhi seminar was how technology can redefine cooperative success. CM Fadnavis stressed the importance of digitization, especially for rural cooperatives. He advocated for:

Empowering Rural India through Cooperatives
Speakers at the event noted that over 60% of India’s population still resides in rural areas, making cooperatives a natural vehicle for development. CM Fadnavis highlighted how the state government is focusing on rural cooperative banks, credit societies, and self-help groups to increase access to finance and services.
He also shared that new cooperative clusters are being planned in Vidarbha and Marathwada, regions often left behind in industrial development. These clusters will cater to agriculture, food processing, dairy, and handloom sectors.
Training, Reforms & Financial Incentives
The Maharashtra government will soon launch capacity-building programs for cooperative leaders, especially at the panchayat and taluka levels. These will include:

Financial literacy
Governance best practices
Furthermore, a proposal is underway to introduce incentive schemes for cooperatives that maintain high standards in transparency, profitability, and community impact.
CM Fadnavis announced that the state will also increase the seed capital for women-led cooperatives and tribal community-based enterprises.
