Former Telangana CM KCR Testifies in Kaleshwaram Project Investigation

Former Chief Minister of Telangana, K. Chandrashekhar Rao (KCR), appeared before the Justice P.C. Ghose Commission today in connection with the ongoing probe into the Kaleshwaram Lift Irrigation Project (KLIP). The Commission, set up to investigate alleged irregularities in the massive infrastructure project, began its proceedings early this morning under tight security at its headquarters in Hyderabad.

The Kaleshwaram project, once touted as a transformative initiative for Telangana’s irrigation and agricultural sector, has recently come under scrutiny following questions over cost escalations, technical flaws, and lack of transparency in execution. As the architect of the ambitious project during his tenure, KCR’s testimony is seen as a crucial development in the inquiry.

KCR arrived at the venue around 10:15 AM, accompanied by his legal counsel and senior leaders from the Bharat Rashtra Samithi (BRS). Media personnel gathered in large numbers outside the premises, hoping to get a glimpse of the former CM. However, the proceedings were conducted behind closed doors to maintain confidentiality.

According to reliable sources, Justice Ghose questioned KCR on several key aspects, including the rationale behind the project’s design changes, financial clearances, contract allotments, and project implementation phases. The former Chief Minister reportedly defended his decisions, stating that all approvals were obtained through legal and administrative processes, and that the project was launched with the intention of addressing water scarcity across several districts in Telangana.

“The Kaleshwaram Project was conceived with the people of Telangana in mind. It aimed to transform the agrarian landscape of the state. Political motives should not overshadow developmental goals,” KCR was quoted as saying during the proceedings.

The Ghose Commission, instituted earlier this year by the Telangana state government, is also examining the roles of various contractors and consultants involved in the project. It is expected to review financial documents, engineering reports, and feasibility assessments as part of the comprehensive investigation.

Opposition leaders welcomed today’s development, saying it marks a step towards accountability and transparency. “Public money must be accounted for. This is not about politics; it’s about justice and the people’s right to know how their resources were used,” said a spokesperson from the Congress party.

The BRS, however, criticized what they called a “politically motivated” inquiry intended to tarnish the legacy of KCR and his contributions to Telangana. Party leaders argued that the project brought significant irrigation benefits and employment opportunities, and alleged that the current government is attempting to undermine those achievements.

Justice Ghose, a retired Supreme Court judge, assured that the Commission is conducting the probe with neutrality and objectivity. “We are committed to uncovering the truth, and no conclusions will be drawn without a thorough review of the evidence,” he said in a brief media statement.

The Kaleshwaram project, inaugurated in 2019, was designed to lift water from the Godavari River and distribute it to drought-prone regions. Initially estimated at ₹80,000 crore, the project’s cost ballooned over the years, prompting criticism from civil society and environmentalists.

Experts have raised concerns over the project’s long-term sustainability and environmental impact. Reports of technical failures in pumping stations and questions regarding engineering designs have added to the controversy. The Comptroller and Auditor General (CAG) of India had also flagged several procedural lapses in an earlier report.

As KCR’s appearance concludes today’s session, the Commission is expected to summon other key officials and engineers who were part of the decision-making process. The final report is anticipated later this year and is likely to have far-reaching implications for Telangana’s political and administrative landscape.

While the investigation continues, public attention remains firmly fixed on the outcomes of the probe. Citizens and stakeholders alike await clarity on whether the Kaleshwaram dream was built on sound foundations—or political ambition.
